Senate blocks swift passage of Keystone XL pipeline bill

The Senate failed to get the 60 votes needed to limit debate, voting 53 to 39 on the measure. The Keystone bill allows Congress to approve TransCanada Corp's project to link Canada's oil sands to refineries on the Gulf Coast. Democrats, who lost control of the Senate as a result of November's elections, flexed their muscles to deliver a message to Majority Leader Mitch McConnell that he will have to deal with them even on bills that enjoy some bipartisan support.

The heaviest snowfall was recorded in parts of Connecticut and Massachusetts, while New York City's Central Park saw just 6 inches (15 cm), less than a quarter of the "historic" snowfall that some meteorologists had predicted. "When you hear the word 'crippling' and you look out your window this morning, it is not there," said John Davitt, a meteorologist on New York's NY1 news channel.


Two officers shot, suspect killed in Minnesota city hall shooting


A man shot two police officers shortly after a swearing in ceremony at a city hall in a Minneapolis suburb on Monday night and then was fatally shot by other officers in a rapid exchange of fire, authorities said. The two police officers were in good condition and were expected to survive after the shooting at the city hall in New Hope, Minnesota, Chief Deputy Mike Carlson of the Hennepin County Sheriff's Office told a news conference. Two new officers were sworn in shortly after 7 p.m. near the start of a regular city council meeting and were fired at just after they left the council chambers by an adult male, Carlson said. Council member John Elder, a spokesman for the Minneapolis Police Department, can be heard saying, "Get down, get down, everybody get down.

New York clinic that treated comic Joan Rivers sued over her death

Rivers, who was 81, suffered a loss of oxygen to her brain on Aug. 28 while physicians at the Yorkville Endoscopy center in Manhattan were performing procedures to examine her throat and vocal cords, and she died a week later at a New York hospital. Moreover, the complaint says, the outpatient clinic allowed a doctor whose presence was unauthorized to twice conduct a procedure that Rivers had not consented to, a trans-nasal laryngoscopy, in which a scope is passed through sinus passages into the larynx.
